The Balloon is a block added by Immersive Engineering. It will emit light like a Torch.
The Balloon can be placed normally, but it can also be placed in mid air. Right-clicking on nothing will place the block in front of that spot.
The Balloon can also function as a Structural Cable Connector; to relay/connect Hemp Rope Coils and Steel Cable Coils for decorational purposes.

Balloons can be dyed. Unlike most things that are dyed, the Balloon can use two dyes to make a pattern. Right-clicking the Balloon with an Engineer's Hammer will change the Balloon's design between horizontal and vertical; note this can only be seen while the Balloon is dyed.
The Balloon can also have Shaders applied to it, but unlike the dye only one Shader at a time.
