The Mystical Plinth is part of a two-part multi-block. The Mystical Plinth is placed on the ground and the Forge Lexicon is placed on top of it. When this happens, a Lightning Strike will occur, however this only graphical. The block then can then be used just the Forge Lexicon, but it can be accessed with things like Chutes.
